The directorate called on the people to remain in safe locations, avoid areas vulnerable to flash floods and valleys, refrain from swimming in such areas, and strictly adhere to instructions issued through various media outlets and social media platforms. In its forecast, the National Meteorology Center (NMC) said that the Makkah region will experience moderate to heavy rainfall, accompanied by flash floods, hail and dust storms. The affected areas include the holy city of Makkah, Al-Kamil, Al-Jumum, Bahrah, Taif, Maysan, Adham and Al-Ardiyat. Light to moderate rainfall is expected in Allith and Qunfudhah. The center also noted that the regions of Jazan, Asir, Al-Baha and Madinah will experience moderate to heavy rainfall, accompanied by flash floods, hail and dust storms. The draft clarifies that the suitability requirements apply to transactions concluded in financial markets outside the Kingdom, where those markets are equivalent to the Main Market or the listed debt instruments market, in accordance with the requirements set out in the Capital Market Institutions Regulations. Accordingly, the institution must fulfill the suitability requirements before commencing dealing with the client in those markets, without the need to reassess suitability upon the execution of each subsequent transaction, unless a material change occurs in the client's information or circumstances that warrants reconsideration.As for margin transactions involving securities in external markets, the draft aims at supervisory controls to mitigate the associated risks. Most notably, these require the client to pay a margin of no less than 50% of the transaction value and to monitor it periodically, alongside prohibiting the execution of this type of transaction on highly leveraged instruments or on companies whose accumulated losses exceed half of their capital.The CMA emphasized that the comments from the public shall be taken into full consideration for the purpose of approving the final version of the Draft Provisions Regulating Dealing Activities in Financial Markets Outside the Kingdom, which shall come into effect as of November 1.Opinions and comments can be received through the Unified Electronic Platform for Consulting the Public and Government Entities (Istitlaa), affiliated with the Saudi Competitiveness and Business Center, during the specified consultation period.

Saudi government agencies adopt over 500 public proposals to improve regulations

RIYADH — Saudi government agencies incorporated more than 500 public comments and proposals submitted through the Istitlaa public consultation platform into draft regulations during the first half of 2026, resulting in changes that included reducing some fines and fees.The platform, operated by the Saudi Center for Competitiveness and Business (SCCB), enables the public and the government and private sectors to provide feedback on draft laws and regulations related to economic and development affairs before they are approved.During the first half of 2026, 54 government entities published 209 economic and development-related draft regulations for consultation through the platform, receiving 8,475 comments. Saudi oil exports soar 80% to highest level since Iran-US war

Obscured license plate of vehicles carries maximum fine of SR2,000

RIYADH — The General Directorate of Traffic has announced fines ranging between SR1,000 and SR2,000 for driving a vehicle with a damaged, unclear, or obscured license plate. The violation also covers license plates bearing information that is difficult to read or that does not match the vehicle registration card (Istimara). The directorate has made it possible for motorists to replace damaged license plates through its official platforms, helping them avoid fines. Under Saudi Traffic Law, driving a vehicle without a rear license plate or without any license plates constitutes a traffic violation. The offense carries a minimum fine of SR3,000 and a maximum fine of SR6,000, in addition to impounding the vehicle until the violation is rectified. On the other hand, using another vehicle’s license plate carries a maximum fine of SR10,000.

Saudi employees limited to 5 contracts a year for Nitaqat counting

RIYADH — The “Qiwa” platform, under the Ministry of Human Resources and Social Development, has finalized the mechanism for counting Saudi employees under the “Nitaqat” Saudization program. Under the mechanism, an employee’s contracts during the preceding 52 weeks (one full year) must not exceed five contracts for the employee to continue being counted as one Saudi employee in Nitaqat.The platform clarified that, for a Saudi employee to be counted in “Nitaqat,” the employment contract must be valid and registered with “Qiwa.” The employee’s total registered salary on the platform must be at least SR4,000, and the employee must not be registered as a part-time employee or a student.The Qiwa platform recently stated that a new employment contract cannot be issued to a Saudi employee if the employee has entered into more than seven contracts within a one-year period (365 days) beginning from the date of the first employment contract. An eighth contract cannot be issued until a full year has elapsed from the date of the first contract within the period in which the limit was exceeded. This is the situation that previously prompted the system to display the message to employers: “No new employment contract is allowed for the Saudi employee.”The platform also clarified that, with regard to existing contracts, the maximum number of employment contracts to which a Saudi employee can be bound simultaneously is two employment contracts. If the employee wishes to take up an additional job while holding two existing contracts, he must first terminate one of the current contracts before being able to conclude a new employment contract.

Saudi Arabia completes over 200 km of stormwater drainage networks in first half of 2026

RIYADH — The Ministry of Municipalities and Housing completed more than 200 kilometers of stormwater drainage networks across several cities and regions during the first half of 2026.The ministry said approximately 200.3 kilometers of drainage networks were completed during the period, including more than 115 kilometers of main networks and around 85 kilometers of secondary networks.The pace of construction averaged more than one kilometer per day during the first six months of the year, reflecting the scale of infrastructure development underway across Saudi cities.The projects are designed to increase cities’ capacity to manage rainfall more efficiently, improve road safety and traffic flow, reduce the impact of water accumulation, protect public facilities and municipal assets, and ensure the continuity of services during adverse weather conditions.The completed works also included components aimed at mitigating flood risks, with more than 10.2 kilometers of box culverts and around 4.9 kilometers of stormwater and flood drainage channels constructed.A total of 24 retaining walls were also completed as part of efforts to strengthen the integrated drainage system and protect areas and facilities exposed to rainfall and flood risks.More than 87,500 cubic meters of reinforced concrete were used in the construction of box culverts, drainage channels and retaining walls, the ministry said.Working with municipalities and local authorities, the ministry said infrastructure projects are being prioritized according to the urban development patterns, rainfall conditions and specific requirements of individual cities.The approach aims to direct resources toward priority locations, improve the efficiency of existing infrastructure and expand drainage networks in line with urban growth.The projects form part of a broader drive to develop municipal infrastructure and build cities that are more resilient and better prepared to cope with heavy rainfall while protecting residents, public facilities and other assets.The ministry said it will continue implementing and developing stormwater drainage and flood mitigation projects across the Kingdom to improve urban resilience and provide safer, more efficient and sustainable cities.

13,628 violators of residency, labor and border security laws arrested in a week

RIYADH — Saudi security forces arrested a total of 13,628 illegal residents in a week. The arrests were made in joint inspections, carried out in collaboration with the relevant government agencies, during the period between Sept. 17 and Sept. 23, the Ministry of Interior announced on Saturday. Those who were arrested include 6,593 violators of the Residency Law, 3,531 violators of the Border Security Law, and 3,504 violators of the Labor Law. The total number of people who were arrested while trying to cross the border into the Kingdom accounted for 1,197, of whom 36 percent were Yemeni nationals, 63 percent Ethiopian nationals, and one percent belonged to other nationalities. About 27 people were arrested while attempting to leave the Kingdom illegally. A total of 12,628 illegal residents were deported while 18,549 violators were referred to their diplomatic missions to obtain travel documents and 3,815 violators were referred to complete their travel reservations. Twenty two persons, who were involved in giving transportation, shelter, and employment for violators, were also arrested. A total of 31,398 expatriates, including 29,018 men and 2,380 women, are currently undergoing procedures to enforce legal measures for their violations. The Ministry of Interior has warned that any person, who facilitates the illegal entry of individuals into the Kingdom, transports them on its territory, provides them with shelter or any other assistance or service, will be penalized with up to 15 years in prison and a fine of up to SR1 million, and that the vehicles used for transportation or houses used for giving shelter will be confiscated. The ministry urged the public to report any cases of violation by calling the number 911 in the regions of Makkah, Riyadh, and the Eastern Province and the numbers 999 and 996 in the rest of the Kingdom’s regions.

JEDDAH — The National Center for Meteorology (NCM) forecasts heavy rain across several regions, as rainfall of varying intensity is expected to continue over parts of the Kingdom from Wednesday through Sunday. According to the NCM, heavy rain may be accompanied by strong downdraft winds reaching 60 km/h or more, near-zero horizontal visibility, hail, flash floods, high waves along coastal areas and possible tornadoes or waterspouts. In Jazan, moderate to heavy rain is forecast over Harub, Al-Rayth, Al-Dayer, Al-Eidabi, Fayfa, Al-Aridah, Al-Harth, Al-Tuwal, Al-Darb, Baysh, Sabya, Damad, Abu Arish, Ahad Al-Masarhah and Samtah.
